INSTRUCTIONS ON
RECEIPT OF FORM FROM OFFICER SUBMITTING SUPERVISOR
WILL IMMEDIATELY DISPATCH BY INTERNAL MAIL
TO OIC NARCOTICS. FORM WILL NOT BE
COPIED. SIR, I
have received very reliable information concerning the Activities
of Dexter Dillas, Ted Ming and Calvin ‘Baldy’ Hansey. Ming
owns a house at the junction of Lighthouse Hill & Crown Lane ,Soton. He
lives in the upstairs apartment and Dillas occupies the lower. The informant has
seen Dillas and Larry (Larry Ebbin ?) actually selling over the wall on
Lighthouse Lane to passing motorists. Until just over a year ago Federal Express
were delivering to the house 2. or 3 times a day. This has now stopped but
Hansey is now visiting the house daily in the Magazine Distibutors van which he
drives. The
Dillas apartment was searched on 23/3/89 and local gossip has it that Heroin
work $40,000 was flushed before access was gained. The house has been remodelled
on the inside and the informant states that there are 2 staircases which link
the 2 apartments and they are concealed behind closet walls. It
now transpires that shortly after I left the area at 2200 hours on Friday
23/2/90, Hansey arrived in the van with five boxes. 1
box was placed in the rear of Dillas’s car and the other 4 in the lower apt.
The informant heard banging and hammering from the apartment as though panelling
was being removed & replaced. D.
S. Gordon has observed Hansey driving his van to & from the airport and has
noticed that Ted Ming is a frequent passenger. He suspects the probability of
shipments being concealed within the magazines which arrive air freight. The
informant is convinced that Ming is involved with Dillas because he could not
avoid noticing the traffic when selling is taking place. Informant
will monitor the situation and report volume of activity. He is willing for his
house to be used for observations, and it affords a clear view of the front and
side access to the house in question. D.
