Training. Recruit Officers (senior ranks) from overseas.
Investigation Narcotics ability and desire to go
beyond superficial inquiry. The department is too
prepared to accept what lands in its lap.

Court work would improve an officers all round ability.
In the Metropolitan police force we had to prosecute
